Can't open PNG or JPG in Photoshop

Hi there, I am having issues opening PNG and JPG in Photoshop. I downloaded files from Design Cuts to follow along a tutorial, it had both types of files, and whenever I try to open either of them I get the  following error:

I've tried downloading some other files from Design Cuts and Creative Market, and it won't open any of the images.
