Can't paint the background in photoshop, cropping has gone crazy

Hello, I'm new to Ps and I'm currently working on a project.

I have a problem- Ps is not letting me colour the layer of my face, but I can colour the background easily. Basically, I can't edit the layer with my face in it, only the background layer. I'm not posting a screenshot for security reasons- but I have double-checked the locks already, there are none. By the way, there isn't an error coming up when I try to do edit. And cropping anything just makes the photo merge and reshape to different sizes and switch to blurry resolutions. Anyone had this problem and knows how to resolve it? Thanks in advance!

I can’t find my screenshot software, and people can easily zoom in and see my face. Can you tell me what to look out for instead? I have two layers; one with my face and the other with the background, which is not locked.

What Tool are you using to edit the face layer?
