Can't resize with Move Tool

I just installed the program on a new computer and when I go to resize a layer with my Move Tool, this is the pointer that's now being used and I can't reize.

Hi

• To resize the entire Image, use the Image menu > Image size
• To resize a layer ot selection, use Edit > Free Transform

Can you post a screen shot that includes your Tools panel, Layers panel, and options bar so we can better assist?
