Can't rotate/move 3D camera, only the objects

I'm trying to learn 3D in photoshop and don't understand how to rotate just the camera or my view of the scene. No matter what I have selected in the 3D panel on the right (environment, scene, current view, etc), it only rotates the active layer of the layers tab, even though I'm viewing the 3D tab rather than the layers tab.

is that I had to select all my 3d postcard layers and "merge 3D objects." Now I can either rotate each object or rotate my view by clicking "scene." I would never have thought that would be it... it would be nice if Adobe had some instructions for 3D.
