Can't select different drive for Full scratch disks

Hi all, 

 

I've been getting scratch disks are full errors for ages now, and each time just micro manage it by purging etc, because I've tried countlessly to change the scratch disks, but for me there is never another option available. Can any help me work out how to make my hard drive available? 

Here is the screenshot - my hard drive is plugged in!

9.54 GB is woefully inadequate.  I'm surprised you can do much of anything.  It's time for a bigger computer.
