Can't transform selected area in Photoshop

Hello,

I select an area I want to transform with the lasso tool, I choose an item from the Transform menu (i.e "scale" or "skew",) and the transformation box appears around the entire picture, rather than the selected area. It will only allow me to transform the entire layer, not just the selected area. However, moving the selected area with the move tool works just fine. The problem just started today. Searching has only led me to find basic descriptions of how to transform in Photoshop. I've been using the program for years and I've never had this problem. I'm guessing I checked or un-checked some box without realizing it. Any help is appreciated .

Could you please post a screenshot taken at View > 100% with the pertinent Panels (Layers, Channels, Options Bar, …) visible?

What are the Lasso Tool’s settings in the Options Bar?

As an example, I selected an area on the left side of the picture here:

Here is the selection area outlined in red, in case it's hard to see in the above pic:

Now, here's what happens when I go to the Transform menu and select "Scale:"

Zoomed in at 100% like this, it appears that selecting "Scale" didn't work. However, zoom out and you can see that the "Scale" transform box is around the entire picture:

You can see in the above pic that the selected area is still active and is much smaller than the area the "Scale" tool is trying to transform (the entire layer.)
