can`t unlock layers

Hi!

Two days ago started working with new png files (just purchased) and the layer unlocking problem began.

This has never happened before.

Can`t do nothing- add new layer, copy, only a beep will be heard...buttons below are all inactive.

What could cause the problem, with all old files I can unlock layers?
