can't write new documents preset file

Question

When I open PS I sometime don't get a working adjustment Panel, but if I close out PS and reopen it several times it may work, but upon each closing I get this message (see photo) , but when I get the adjustment panel working and close PS, I don't get the message. PS info: PS 24.6 / LRC 12.4 / Camera Raw 15.4

Computer info see 2nd photo . I did try and update to PS 24.7 , but I got the same problem and I could not get the layer panel or tool panel to ever work no matter how many times I re-boot. So I reverted back to 24.6 . I did not have this problem with earlier versions of 24.6 . See 3rd photo of what the tool panel and adjustment panel looks like when not working.

I got it too work OK now (sometimes) after removing ps 24.6 and re-installing same version. What I mean about sometimes is I may have to open and close PS several times before it decides to work. If I leave PS on it will continue to work without any problems, but if I shut it down and re-open then I may have to open and close several more times before it decides to work properly. That is a work around, but I would love to find a fix for this. With version 24.7  I never could get it too work no matter how many times I would open and close. Versions before 24.6 worked fine, but I don't want to keep on using the older versions , so ADOBE please fix this problem .
