can that stopping of transform be deactivated again?

in previous versions the transform mode still worked, even if you dragged a new line from the rulers, or dragged somewhere in the document to rotate. this in my opinion useful option has been removed (for whatever benefit i don't know) now, when i click somewhere, the transformation mode is ended. is there a way to revert this behaviour to the old one?

    Actually - without reverting to the old behaviour you can still drag guides from rulers etc during transform just by holding down a modifier key i.e. Shift or Ctrl (or Cmd on Mac) and dragging. That stops the auto-commit.

    You can revert to the old behaviour by doing the following:

    1. Use Notepad (Windows) or a text editor on Mac OS to create a plain text file (.txt).
    2. Type the text below in the text file:

      TransformProportionalScale 0

    3. (Windows) Save the file as "PSUserConfig.txt" to your Photoshop settings folder. [Installation Drive]:\Users\[User Name]\AppData\Roaming\Adobe\Adobe Photoshop CC 2019\Adobe Photoshop CC 2019 Settings\

      (macOS) Do the following:
      1. Save the file as "PSUserConfig.txt" to the desktop.
      2. Control-click PSUserConfig.txt saved at the desktop and choose Copy from the pop-up menu.
      3. In the Finder, choose Go > Go To Folder. In the Go To Folder dialog box, type ~/Library/Preferences/Adobe Photoshop CC 2019 Settings/
      4. Paste the copied file at this location.
    4. Restart Photoshop.
