In the Mac version, there is a choice to make the complete UI black, but it is only Dark Gray in Windows...Am I missing something? Is there a way to make the PS User Interface Black in Windows?

Available choices are visible in Preferences > Interface > Appearance > Color Theme.

Maybe Adobe should make this option available to Windows users as well!

Please post meaningful screenshots to illustrate.
@jazz-y created a Script to change UI colors, maybe that can help you achieve the desired (if not necessarily prudent, depending on the kind of work you do) appearance:

I don't see a difference between the interface ui colors on mac or windows
using the darkest ui setting.
Windows 10 x64 21H2 and photoshop 2022 (photoshop version 23.2.2)
macOS 10.15.7 Catalina and photoshop 2022 (photoshop version 23.22)

It should be as simple as going to Edit Preferencces and clicking the first of the four buttons. If that doesn't work, can you choose "Select Custom Color" from the dropdown and show us what the numbers are for your colors?
It could be an issue with your monitor profile if these settings are okay.
