Hi, I have encountered a bug when trying to create a new video layer and I am looking for advice.
When attempting to create a new blank video layer through the layer menu following these steps -
Document Creation:
File > New > HDTV 1080p (1920 x 1080 px @ 72 ppi)
Once Document is Created:
Layer > Video Layers > New Blank Video Layer
- the actual Video Layers option no longer appears on the menu, I don't mean that it is disabled or greyed out, I mean that it actually isn't there (see image). I have installed and ran an older version of photoshop in an attempt to fix the issue but the exact same problem was present. I have checked this forum for similar posts but have not been able to find any posts matching this specific problem. To the best of my knowledge I haven't messed around with anything that could cause this kind of issue, but I'm not 100% sure.
Does anybody have any idea how to fix this? Or what could potentially have caused this?
Key Details:
Issue: Cannot create new blank video layer in photoshop
Current PS version: Photoshop 2025 (26.9.0)
Device: Microsoft Surface Pro 11th edition
System Type: 64-bit operating system, ARM-based processor
Windows Specification: Windows 11
Processor: Snapdragon(R) x 10-core X1P64100 @3.40 GHz 3.42 GHz

Importing video formats is not currently supported in Photoshop for Windows ARM. Please head here to learn more: https://adobe.ly/45tWtBW

@JACKANUNDA If I click on 'Create Frame Animation,' I get this:
Which isn't what you want, click on the drop-down, and change it Video Timeline:
And then click on 'Create Video Timeline'
