I've encountered a problem in Photoshop in which when I'm drawing on a layer, Photoshop doesn't let me draw over what I've already drawn.
New brush strokes cannot be drawn over strokes I've already drawn.
I've tried resetting my computer, updating Photoshop to the newest version, resetting the system, preferences, and brushes, but after I think it's fixed, the problem comes back, and it's really frustrating.
I know that it's not some key binding that I'm accidentally pressing, because it happens out of nowhere.
If I can't get this problem fixed, there is no way that I can even use this program because I am unable to even draw on a layer.

Could you please post a screenshot taken at View > 100% and with the pertinent Panels (Layers, Channels, Options Bar, …) visible?
What is the Brush Tool’s Blend Mode?

Wow it was on darken.. Maybe I was hitting a shortcut?
Do you happen to know why the mode Darken does this action?

alt-shift-K is the shortcut for »Darken«.
If the existing Stroke is darker than the current colour selection further strokes would not affect the existing fully opaque pixels’ color (on a Channel-by-Channel-basis, though).

I'm having the same issue but the brush's blend mode is set to 'normal'

Please post meaningful screenshots including all pertinent Panels (Layers, Options, Brush Settings, …) instead of just making uninformative claims.

I found a solution for this. When you choose the brush, go to the top panel below where the file, image, etc. panel is and the mode should also be there. This worked for me. I am sorry if it did not work for you.
