Cannot Export Save for Web (Legacy), I get the spinning wheel every time

Photoshop CC 24.4.1

Macbook Pro 2017, OS Ventura 13.3.1

This has never happened to me before. I resized a .PSD image and wanted to save it as a .png. So I clicked Export Save for Web (Legacy), as usual. But the dotted circle started shimmering and then it turned into the 4-color spinning wheel. I force quit. I did this several times with the same result. Thinking there might be something wrong with that image, I tried it with another image and got the same result. So I rebooted my computer and tried again. Same result. Being unable to save as .png makes Photoshop unusable. Help!

The Adobe Creative Cloud App allows for the simultaneous installation of multiple versions of Photoshop. If you try an earlier version do you get the same problem? I appreciate that this isn't a fix. More of a try and isolate the problem kind of thing.

Does it work correctly?

If that doesn't solve it, you can quit Photoshop and put the Settings folder back.

It may help if we could see your Photoshop System Info. Launch Photoshop, and select Help >System Info...and copy/paste the text in a reply.

Thanks Cory, I did reply with a copy and paste of the Photoshop System Info, but then I followed your other suggestion and it worked! Yay! Thank you so much for all the HELPFUL DETAILS on how to reset the settings, I can now use Photoshop again.
