Cannot import certain MP4's into camera via Photoshop Elements Organizer

HI:
 I'm trying to download a bunch of MP4's to photoshop elements via organizer. I have no isseus with my Lumix camera with the mp4's. I do have an issue with MP4's from my Pixel phone. I am running WIn 11 and am getting the following error:

It's interesting when I download some of the picutures, they are downloaded as mp and not mp4's. I rename them and can view them within WIndows with no issue.
