Cannot open Photoshop or Illustrator due to a disk error

I tried reinstalling and still doesnt work.

Hi there,

Sorry to hear about the disk error, since you cannot start Photoshop, you cannot change the scratch disk allocation in its preferences.

However, you can Hold down CTRL+ALT (Windows) / CMD+OPTION (macOS) as soon as Photoshop starts to get this menu:
