Cannot save as .eps

I am trying to save a very large 8 bit file as a .eps or open in Illustrator from PHotoshop.  I am not showing the options selectable.

Hi there,

We're sorry to hear that you cannot save files in .eps format.

Which version of Photoshop are you using? What is your system specification? What would be the file size?

 Go to Edit> Preferences>  File handling> "enable (Legacy Save As)."

Thank you.  I attempted to the Legacy Save As and unfortunately did not work.  It is the 2022 Version.
