Cant change stroke of a shape from control bar

Hi, 

I am using Adobe photoshop 2020. 

I am facing a problem. When I nedd to change something of a shape layer I select the shape layer (layer panel), then take the direct selection tool (white arrow) and then from control bar I apply necessary changes.

Since last night I tried many times but failed to do so. Control bar is frozen. Nothing happens no matter how many times I click, restart photoshop, reset photoshop setting, change 'select' from controlbar from 'active layer' to 'all layers', retsart pc. 

nothing works!

Please guide me.
