Cant use spot healing brush tool on a layer

New to Photoshop and have an early problem. I can't use the spot healing brush tool on a layer. The "sample all layers" option is missing from the tool options bar at the top of the interface. It is there however when I click to the Healing Brush Tool. Any help would be appreciated.

I am using a Windows Laptop.

Can you post a screenshot of the Photoshop interface with all the pertinent panels opened, including the options bar, layers panel etc

You have the narrow options bar enabled in Preferences > Workspace >Condensed.

The "sample all layers" text and check button is replaced with an icon button, immediately to the left of the angle input box.
