Canvas size and image size change in export as window

Hello all,

I have never had an issue with this before but now it is for some reason popping up. When exporting a project in photoshop (export as) when the window opens the values are very different then my actual canvas size and image size. My actual canvas size is 13200 pixels W X 11400 pixels L at 300PPI, this is a layout for large printing on roll paper. However when the "export as" window opens I have values of 10692 pixels W X 9233 L with 81% scale.

I cannot adjust the scale past 81% no matter what. The preview looks correct but I don't know whats going on, this is driving me absolutely nuts!! Any insight to the root of the issue would be much appreciated! I have used this method many other times without any issues but maybe after the latest update something happened, not sure.
