Hi

Photoshop is installed locally on your computer, the Creative Cloud thing can be a bit misleading, what are your computer system specs, does your PC meet the minimum system requirements, although you should really aim for the recommended

In a first step I would reset the Photoshop preferences.

Drawing modes no longer apply and that rolldown has been removed. GPU functions are being migrated from OpenGL to DirectX, since Microsoft no longer support OpenGL.

Dual graphics? That's a very common problem with laptops (if that's what you have). In that case you have to disable the integrated Intel GPU.
