CC2019 New Transform shortcuts not inline with crop

This is less an issue, more of a slight irritant.

The new transform shortcuts (i.e. shift no longer constrains proportions). I am getting used to this workflow, however it is not consistent with the crop dialog and possibly other tools.

When you crop, you have to hold shift still to constrain proportions as before.

I don't wish to revert it, I want crop to have the same properties
