I have cartoon with black-gray drawing in it.

How to change black-gray to any other color: i.g blue-grading: dark-light?

Try a gradient map adjustment layer, which maps the dark to light tones in the image to the colour(s) of your choosing.

And yet another convoluted way is via Grayscale mode, then Duotone mode: monotone... then back to RGB mode! I used to use this method before the Gradient Map was introduced as it allows precise colour selection which wasn't easily available via Hue/Saturation: Colorize.

Dave solution is precise because you can spécify the color.

There is another way less precise but more funky because you can move the cursors and watch various  resulst in real time using color balance
