I have been working on an image in Photoshop that I'd like to bring into Premiere, but when I do the image size is WAY too big. How do I make the aspect ratio the proper size?

Hi Kevin,
As you want to change the aspect ratio of an image in Photoshop, you can do that by either cropping the image (however, that would remove some area from the image) Or by going to Image menu on the top and choose Canvas Size and enter the values that meet your desired aspect ratio.
Could you share a screenshot fo the image? It would be helpful for us to have a visual reference.

A tool you might find useful is Content Aware Scale (Shift Ctrl Alt C). It allws you to stretch or compress an image while protecting selected areas within the image. We could demonstrate better if you shared the image in question (you can paste directly to this thread).
The Crop tool has a number of presets that you can set to force the correct aspect ratio window when you drag across your image. I'm guessing that 16:9 might be what you need for screen sizes like 1080p, 4K etc. You'd still need to change Image size to the correct pixel size.
