Open With is not a Photoshop setting, it is a Windows setting. Files asssociated with Photoshop are usually set when Photoshop is installed but can be taken over when another app installs.

To change it in Windows, use Settings > Apps > Default Apps > Choose defaults by File type then navigate to the file type (e.g. PSD) and associate the Photoshop application with that file type.

Edit - Apologies - I've just noticed the first post was referring to this on a Mac which makes my post invalid for this thread. I'll leave this here though in case a Windows user has a similar issue.

It's similar on macOS, Dave.

  • Open a Finder window.

  • Select a file >  File menu > Get Info.

  • In the Info window, click the ">" symbol next to “Open with.”

  • Click the pop-up menu, choose an app > click Change All.

The OP said he was on macOS, but we don't know about the second user who added to this thread.

Try reinstalling Photoshop 2025 using the Adobe Creative Cloud Desktop application in

Applications/Adobe Creative Cloud

in the future, to find the best place to post your message, use the list here, https://community.adobe.com/

p.s. i don't think the adobe website, and forums in particular, are easy to navigate, so don't spend a lot of time searching that forum list. do your best and we'll move the post (like this one has already been moved) if it helps you get responses.
