By deafult I have Zooming by Alt+WheelHorizontal moving by Ctrl+Wheel, Screen-size vertical mooving by Shift+Wheel. That's extremely inconvenient. Can I remap this action for:

Zooming by Ctrl+WheelHorizontal moving by Shift+Wheel, Screen-size vertical moving by Alt+Wheel?

Post Scriptum. If I write something a bit wrong, don't hesistate to correct me or say what word would fit better

If I can understand your question correctly then the answer is no, you can not remap every shortcut present in Photoshop only those listed for change in Keyboard Shortcuts.

But how to make zoom with Ctrl+Wheel? Maybe there's an option in settings or plugin for it?

I agree. In Windows, the standard scroll-wheel zoom key is Ctrl. Pretty much everything follows this standard, including all web browsers, Word, Explorer, even ADOBE Reader and ACROBAT. Except Adobe Creative Cloud software (Illustrator, Photoshop, InDesign, etc.). It uses the Alt key instead. This inconsistancing slows down production.

This has to be the STRANGEST decision in software. Ctrl+wheel is the absolute standard for zooming.

I want wheel to be used for scrolling (as is standard in industry)

I want ctrl+wheel to be used for zooming (as is standard in industry).

The fact I can't change that is mind boggling.
