on a black and white drawing is it possible to change the colors of certain lines of the drawing such as the lines of the car?

You can also use the color of the original image by copying that layer and applying the line effect then move the orig layer over the top and use color dodge.

You can change line colors using Hue/Saturation, for example but you must mask lines which you do not want to re-color. I do not know any other technique to inform Photoshop to colorize some black lines but not others. Here is more detailed tutorial.
