Changing opacity shortcut nudges layer instead

I often use the keyboard shortcut to change the opacity of a layer in increments of 10%. But now the shortcut is nudging the layer instead of changing the opacity.

Why is this suddenly happening?

The shortcuts to set the Opacity in 10s are 1, 2, 3, … so please provide a description of what you are doing exactly and post screenshots including the pertinent Panels.

Thank you for your reply, much appreciated.

Shift + UP/DOWN arrow (with the % value highlighted) used to alter the opacity in 10% increments.
Suddenly this shortcut is nudging the layer instead of changing the opacity. Very strange... I haven't changed any settings at all.

If I type "5" I get 5% and not 50%. That's always been the case for me, and it's never been in 10s when you enter a single digit.

Sounds to me like a pirated version of Ps if that's the behavior you're seeing.

5 has always = 50%, not 5%... for decades.
