Changing Resolution Doesn't Work When I Save

I'm trying to go from a large PSD file (in pixels) at 300dpi to a smaller JPG (in pixels) at 72dpi. I change the size and resolution in the Image Size dialogue box and save it as a jpg. But when I open the resized file, the smaller pixel dimensions are correct, but it's been saved at 300 dpi. I've never encountered this problem before. I can't get it to save at 72 dpi.

 

This only seems to be happening when I go from a PSD or PSB to a JPG. When I save it as a TIF, the resolution does change.

 

I'm using Photoshop version 26.2.0. And I have Legacy Save As... turned on.

O.C., I wasn't able to reproduce the problem. As a check, what does Inspector in the Preview app show for H and W dimensions, and pixels per inch?

Is there a specific reason to change the Resolution PPI to 72, given that this field will be ignored on the internet?

Yes, I'm applying for a grant. And originally I kept the ppi at 300 for the reasons you stated. However, I noticed that the image wasn't loading. Then when I was actually able to change one image to 72, it loaded right away. The grant specifications tell you to upload images at 72, so they must know their system.

Ok, the Inspector in Preview says its 72 ppi! Sigh.

An update: today, the images seem to be loading quickly in the grant's website. Go figure.
