Changing the brush cursor

My brushes aren't working, the outline shows when I select a brush but doesn't actually transfer onto the document. Any idea what might be causing it?

When that happens to me it is usually because I don't have a layer selected.

I'm using Photoshop CC. Changing brush size by ALT+drag not showing red glare. What is wrong?
