Changing the color of the scroll bar

Is there any possible way to change the color of the horizontal scroll bar in Photoshop? It's just increasinly hard to see it as it nearly blends in with everything around it. From what I've read (mostly old info) it appears you can't. Whatever the case, it really needs more contrast IMO.
