Cinemagraph

I'm trying to make a 'Cinemagraph' of a man walking, I know how the mask and paint the video. But I'm getting movement on surrounding areas like pavements and buildings. What I'm I missing out or not doing correctly.

Here is an example 'GIF' of the video I've been working on.

It's difficult to see what the problem is here (maybe you can share some screenshots of layers, etc.). But, the main thing is, when you still see things moving, that there is no 'basic layer', where all objects stand still, on top of the moving layers... Are you sure the 'still' layer is still on top?

The still layer is still on the top. I think the problem may have to do with my painting the ’Mask?
