cleaned scratch disk and replaced disk. But still get it full

Has cleaned both purge and scratch. Also changed hard drive but still not working. I have also changed the version and checked if there was any bug.

they have chosen scratch. also tested using only the empty disk. But still does not work

What are the actual Photoshop > Preferences > Scratch Disks settings? 

At which operations does the issue arise? 

What have you done for trouble-shooting so far? 

Restoring Preferences after making sure all customized presets like Actions, Patterns, Brushes etc. have been saved might be a good starting point:

Can you share a screen capture of the warning/error and your Scratch disc settings? This might help people diagnose the issue.
