I was wondering if there is a way to edit the actions list to organize them into categories or groups.

Do you just mean group them into Action Sets?

In the actions panel options - click on New Set

Give it a name

Drag actions into it

Tried it the first time and it didn't work. My mistake was I was trying to drag the folder and not just the action.  again, thanks guys!
