Hi, if legacy free transform option doesn't work (have you restarted photoshop and checked if the option was selected?) I think you have a problem with the preferences. Please try to reset the preferences:

We need to see a screenshot that includes the options bar after you use Ctrl+T for Free Transform so we can see the settings and better assist.
Is there a reason you are using Photoshop 2020 instead of 2022 and have launched it only 4 times?
