Clone Stamp keeps drawing all over

Hello, 

A few months ago this issue started and I've tried everything I can think of to fix it. Whenever I use clone stamp it scribbles all over instead of it intended use. I used Photoshop 2020 CC version 21.1.1 and a Wacom Intuos CTL-940 tablet. I have uninstalled and reinstalled both Photoshop and the tablet driver. I have also tried without the tablet and it still does the same thing. I have reset the clone stamp tool multiple times and it still occurs. It happens randomly, but once it happens it won't stop until I close and reopen photoshop multiple times and then the cycle repeats. It's really hindering my work so any solution will be appreciated.

Have you reset Photoshop's Preferences. You will find it under your Preferences. Try that.
