CLONE TOOL zooms when pressing ALT

This issue just began today - I selct the clone tool - press alt to select my area and instead the image begins zoom out.  Or In.  And then the whol screen drifts left like I'm scrolling across the bottom.  I have reset all tools. I am running the latest version of photoshop.

I worked with Adobe support last night and they resolved it.  They said it was a permissions issue on my computer.  (No idea why - as it's worked fine since I purchased that laptop (over a year ago.)  Regardless, the issue has gone away and hopefully stays that way.  PS was crashing about 95% of the time on launch.  That seems to have stopped too.

to add info - it appears that regardless of the tool I have selected - pressing the ALT key makes the image zoom out.
