Cloud Library not syncing, and found files not opening!

I worked ahead and now I need to save a few psd files to a jpeg. I never use this feature, but this is the ONE time I needed to go back and retrive my work and now I can't find my files and or, if I do find it, it get an error message not allow me to open them. Please tell me this is a bug. Thank you.
