It looks like a very generic error "Sorry, Photoshop has encountered an error and needs to close". Very difficult to diagnose without more information.

That could be any number of reasons from hardware to operating system and anything in between.

Which version of Photoshop are you using and what are the specifications of your computer and operating system?

Any clues or errors in the Windows Event Viewer?

We can translate typed text, but not screen images. What does your screenshot say? 

What do you mean by "can't use it"? Do you get flashing lights? A white screen? Are you missing tools? You can't open Photoshop? Please clarify.

If you can open Photoshop, go to Help > About > Copy and paste the contents into a Reply window. It may take a few minutes to show up.
