Color change for letters

Hi looking to change the color of this logo to #181f31. Ive tried using the color replacemnt tool amd also just using the brush to paint it but cant seem to get it to work. Help! Thank you!

With your chosen color as the Foreground color and the type on a transparent layer, click the lock shown to lock the transparent area, then Edit > Fill with the Foreground color.
