Hello all. I am very new to Photoshop and I have to create four color palettes. All the tutorials I have been watching show the color wheels which I do not even know how to access. Can anyone help?

I don't use it myself, but a lot of folk apparently sear by Coolorus.  I think it used to be free, but it is $15 now.

Coolorus - the best color wheel for Photoshop

Otherwise, there are some option at Adobe Exchange

    Creative Cloud

I can't say that I have ever found it difficult to create new swatches.  I tend to create a palette on a new layer and Alt click on the colour I want.  You can use the mixer brush to stir the intersection between colours to give you a good range of colours and tones when painting.  Or grab a screen shot from the internet, and paste it into Photoshop, and Alt click to gran colours from that.

If you have a number of swatches from a particular project, you can save them to a CC Library with the Project's name.  I find that an immense time saver.  It annoys me having to dig out old projects from a particular client, to  see what fonts etc. they need.

Using Dave's suggestion of the Adobe Color CC option above is a great idea! But we also wanted to make sure that you know how to choose colors in Photoshop. In PS, you choose colors using the Color Picker--by clicking on either the Foreground Color or Background Color tool in the Tool bar -- see below.

By clicking on the Top box, you will get the Foreground color option and can choose from any of the 16.7 million colors by moving the cursor to choose a Hue from the Color strip and a Lightness and Darkness value of that hue in the box on the left. When you click Ok, you can then fill a selection with that color.

If you have any other questions, we're here to help!

Without seeing what you're taking about, I'm not 100% sure, but at this point, the color wheels might be an added plugin. Maybe at some point Adobe will add that type of color wheel to PS.
