I've search for solutions before, but none of them worked for me. My settings are OK, yet the sampling ring on the eyedropper tool does not show for me.
The first image is my settings for the tool now.
The second one, it's how it should be.
Can anyone help me fix it?

It's a known issue in 22.0.1. You can add your comments here for the Adobe developers:
If you need it now, revert to 22.0.0 in the Creative Cloud app.
EDIT: This is fixed in 22.5.1

This was fixed. If you're not seeing it in 22.5.1 it's probably because the GPU is disabled.
Go to Preferences > Performance...
Is Use Graphics Processor checked?

Can you provide a screen shot of your Color Sampler selected in the tool bar and the Options bar across the top so we can see which tool is selected and what settings?

Same result is I am on another tool, and choose the foreground color, that brings up the color picker as well.

Are you not seeing a sampler at all? Or are you seeing a sampler like this?
What is your setting here? If you change that to Hue Wheel and restart does it show up?
If all else fails, if you restore your preferences using this manual method does it work correctly?

If that doesn't solve it, you can quit Photoshop and put the Settings folder back.

I went to preferences > general and Hue Strip (small was selected) I changed it to Medium, no change. Changed it to Hue Wheel (medium), no change. Changed it back to Hue Strip (medium) as pictured in Jeffrey's post above, and all of a sudden it appeared. odd, or mabe I was doing something wrong all along. I am on my laptop right now, will try this when I get home to my desktop and see if it helps there as well.
What is the difference in Hue Strip and Hue Wheel? and where would I see this difference?
