Color wheel problem

All I had to do was click the other square thing 🤣 I did more research to figure it out. Thank you all for your help!

In the colour panel, next to the wheel, are two overlapping squares. The front left is foreground the other, to the  right and behind , is the background. Click on whichever you want the colour wheel to change.

What happens if you click the Foreground color swatch (the larger color swatch on the upper left of the 2 color swatches) at the bottom of the toolbar (Window > Tools)? It should open the Color Picker and show that it's selecting the Foreground Color.
