Colour Overlay, selectable area issues

I've been using PS for years and I'm pretty sure this is a setting issue somewhere but I am totally baffled.

 

Usually when I am working with png image of a unique shape I can go to : Select>all then grab the move tool and gently click over the layer and it will select the outline but for some reason it's not working on my layers. Similar issue when I try to use paint fill or brush etc on the layer, nothing happens. So for example my layer image is currently grey, I want to make it white so would simply click the paint fill over it but nothing happens, I can't even manually brush over it or use the image>adjustments>hue. 

 

I've checked the basic things like modes to make sure it's all normal, I've tried RGB and CMYK but still no luck.

Target the layer and use the move tool to position its content. A background layer would need to be converted to a normals layer first. No selection is required to move all of a layer content. You can select a portion of a layer and move that portion. Select all select the camvas.  A layer can be larger than the document canvas size  using select all could move a canvas size section of a layer off canvas and the off canvas content would not move onto cannvas. If you want to move a layer content do not make a selection.

You have a colour overlay effect on that layer so brushing with colour will be overridden by the color overlay setting

Sorry should of removed, I was trying colour overlay just to try and get the colour to change but that wasn't working either. Here's a current screen shot

I notice you have "autoselect" ticked which means you would have to click exactly on the layer to move it. Click in a transparent section with the move tool and it will select the layer below.
