The paint bucket is not the best way of getting a solid color. I used a new fill layer. What is the color space of your image? How are you comparing your images - what color space are you saving them in? Can you post a screenshot of the 2 images you are comparing and how you are doing it? We need to see all of the information so don't crop the screenshot. 

To illustrate the point - here's how differently this particular  color will display in three of the most commonly used color spaces.

Hex numbers are just base 16 notation for standard RGB numbers.

Numbers are color space specific. Unless associated with a color space, the numbers are undefined. RGB color spaces are sRGB, Adobe RGB, ProPhoto RGB, or Image P3.

Hex usually, by convention, refers to sRGB.

First of all, you need to make sure there is an embedded color profile in your document. If there isn't, the numbers can mean anything, and the color you see is entirely up to the characteristics of your particular monitor. On another monitor, the color will be different. The embedded profile defines the numbers as a specific color.

If the color changes, it's because it goes out of gamut. due to lack of proper color management. In any RGB color space, #EDFF00 is right on the gamut boundary. It's the most saturated yellow of that shade possible to reproduce. The blue channel is at zero, and can't go any lower. The green channel is at 255, and it can't go any higher. That's the gamut limit.
