Command T is Grayed Out. Free Transfrom Not Working

I have selected a small section of an image. Copied and pasted it into a new layer of an RGB/8 TIF layered file.

I press "Command T" (mac). The Free Transform is not working, and is grayed out in the menu.

Can you post screenshot of entire screen with Layers panel visible?

Closed Photoshop. Restarted the program, and the issue went away. Sure is a buggy program lately!
