Command+ Z change

Command+Z changed, but within the transform tool, it did not. When using that tool you still have to do command+option+Z to undo multiple steps. Can it be consistent across the board? Can I revert all keyboard shortcuts back to the old way?

Hi, I have found this answer how to revert it.

on this thread. Perspective Keyboard Shortcuts Completely Changed in Photoshop 20.0

You can has transform work the way it should  the way it always worked in the past. Edit your Preferences tool section check show reference point transforming and adding a PSUserConfig.txt to your user ID CC 2019 preferences folder.

Hi Bwstokes,

I know they changed Cmd-Z in Photoshop, but I thought it was across the board. I'm not sure why it would only behave the "old way" within the transform tool. That said, you can indeed revert to legacy settings going to Edit > Keyboard Shortcuts > Use Legacy Undo Shortcuts.
