Didn't there use to be a tool where you could select a color and it would give you a range of complementary colors, contrasting colors, etc.?

I use the Color Guide in Illustrator, then select them (they are the ones under the triangle) and and add them to Swatches.
I then select the folder in Swatches and add them to my CC library for use in Photoshop, InDesign, etc.

Adobe did remove the Color Wheel extension from Photoshop some time back. Even if you still have it, the panel will be blank with a message to use the Adobe Color website: https://color.adobe.com/create/color-wheel
If you have Illustrator, Jane's tutorial will work just fine.
I have not used Color Themes in a long while, so I hope the Adobe Color website works for those who do not have access to Illustrator.

You might be thinking of the Color Guide panel in Adobe Illustrator. Photoshop does not have the equivalent.

The panel doesn't resize, but there are ten more choices with scrolling.
