Consolidate all to tabs

I am using vs 23.4.2 and no matter what I do I can't keep my files consolidated to tabs or even doc them.  Every time I open a file it appears as a floating file.  If I work on a file it becomes undocked and I have to go back into Consolidate All To Tabs to redock it.  I've have checked preferences, workspace and Open Documents as Tabs is checked, and so is Enable Floating Document Window Docking.  I have reset the workspace and tried other Workspaces.  I'm tearing my hear out as I am a product photographer and I literally can't edit this way.  It's costing me time and money.  Please please someone help.  I've only had this issue for a week or so.

    Thank you so much Jeff.    It has definitely fixed part of the issue.  The other problem that still exists is that I can't dock the files to the outside "frame".  As in the file tabs are detached from the tools, history, home etc.

    What operating system are you using?

     

    If macOS, do you have Application Frame on or off?

     

    Are the panels like the tools panel docked to the side of the photoshop interface or floating?

     

    You should be able to "dock" a floating document window by dragging up towards the tool options bar until you see a blue line at which time let go of the document.

    Version 23.4.2 of what?

    When you post a question you always need to tell the Adobe program you are using
    There are MANY programs in a full subscription, plus other non-subscription programs
    Please post the exact name of the Adobe program you use so a Moderator may move this message to that forum
