Contact Sheet II in CC2020 image resolution differences

I am using the Contact Sheet II feature in CC 2020 and have noticed a difference in resolution of my images depending on if I make the sheet from open documents or choose to make it from the folder those images are stored.  It seems utilizing the "folder" option grabs a smaller thumbnail type image and makes it larger to fit the defined image size vs. utilizing the "open documents" option takes the full size image and makes it smaller.  Is there any way to have the "folder" option use the full size image rather than a smaller thumbnail?

What operating system are you using?

 

Are the images in the folder camera raw files or tiff files?

Or images saved with save for web before going in the folder?

 

If camera raw what camera are they from?

The images are tiff files.  It appears that when you utilze the from folder option the images are loaded at a smaller size (thumbnail) and then free transformed up to the size appropriate for the sheet.  When you utilize the from Open file option the image is free transformed down to the appropriate size.  Interestingly when the actions are performed on an old copy of Photoshop (CS4) the from folder option appears to act like the from open option on CC (higher resolution final product).

What application created the tiff files?

 

Also to rule out a possible bug you should update to the lastest photoshop version 21.1.2

TIF files were created by Nikon camera.

 

Unfortunately, I don't have the ability to upgrade to the latest 21.1.2 version as this is a work computer with admin rights limitations.  This problem has been seen in both 2019 version of Photoshop CC and the version listed above (21.0.1)

I can definitely see a difference between the open file contact sheet and the file/folder contact sheet.

The open file contact sheet seems sharper and the file format doesn't seem to make a difference.

 

Whatever the cause of the issue seems to have started in photoshop cs6 when adobe replaced the contact sheet II plugin with the contact sheet II script.
