Content-Aware Fill Not Working in Photoshop 26.7 on macOS 13.7.2

Why is Content Aware Fill not working? I'm using Photoshop 26.7 on an iMac with Mac OS 13.7.2. I have a cleaning layer which is a duplicate of the original Background layer. The opacity in both layers is set to 100% in the layers panel. When I use the Lasso tool to select the area for cleaning with Contenet Aware Fill no results after hitting "Apply" and even tried "OK". Nothing changes and it does not appear in the History menu. Is this a software incompatibility issue with the Mac OS and Photoshop? The Spot  Healing Brush works, but I prefer Content Aware Fill to clean larger areas, and in other photos to remove unwanted material. Saw other posts, but couldn't find an answer. Any suggestions or input would be appreciated. Charlie R.

You have definitely met the system requirements as shown. Although 13.7.2 is not the latest release of Ventura. You could try updating to 13.7.6 to see if that resolves the issue.
